Mullen THREE Class 3 EV Truck Achieves CARB Certification, Ready for Sale Across CARB States and District of Columbia

Mullen Automotive, Inc. (NASDAQ: MULN), an electric vehicle (EV) manufacturer, proudly announces a significant milestone with its all-electric Class 3 low cab forward chassis truck, the Mullen THREE. This groundbreaking vehicle has received certification from the prestigious California Air Resources Board (CARB), opening doors for sales and incentives in CARB-compliant states and the District of Columbia.

CARB Certification: A Gateway to Incentives

CARB certification, awarded to vehicle manufacturers meeting stringent emissions standards, is a crucial achievement for Mullen’s Class 3 EV truck. The District of Columbia and 14 states, including California, have adopted these standards under Section 177 of the Clean Air Act. This requires additional approvals beyond EPA regulations, highlighting Mullen’s commitment to environmental standards.

Nationwide Availability and Compliance

Mullen’s Class 1 and Class 3 commercial vehicles have received certifications from both the Environmental Protection Agency (EPA) and CARB. They are also fully compliant with U.S. Federal Motor Vehicle Safety Standards. With these credentials in place, Mullen can now sell both the Mullen ONE and THREE in every state across the U.S. You can find a copy of Mullen’s Class 3 CARB certification on their official website, MullenUSA.com.

Incentives and Programs Unveiled

CARB certification not only enables the sale of Mullen vehicles across the nation but also makes them eligible for state EV incentive programs. These programs vary by CARB-compliant state and take on added significance with CARB’s recent Advanced Clean Fleets (ACF) regulation. The ACF regulation mandates that 50% of vehicle purchases by state and local government fleets be zero-emission by 2024, increasing to 100% by 2027.

California’s HVIP Project: An Example

California’s Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is one such state incentive program available to CARB-certified vehicles. Under HVIP, the Mullen THREE EV truck, with a suggested MSRP of $68,500.00, may qualify for a rebate of up to $45,000.00. When combined with the available $7,500.00 federal tax credit, the net effective cost of the Mullen THREE can be less than $20,000.00, making it an attractive option for fleets looking to electrify.

CEO’s Perspective

“CARB approval accelerates commercialization of the Mullen THREE and makes our vehicle even more appealing to customers who want to electrify their fleets,” said David Michery, CEO and chairman of Mullen Automotive. “Having both our Class 1 and Class 3 commercial EVs now CARB and EPA certified will continue to drive sales in all states across America.”
